Release Date
Wed, 04/13/2022

On April 1, 2022, a mobile video surveillance system operator notified Border Patrol agents that several undocumented migrants were climbing the International Border Barrier near Clint, Texas, approximately 12 miles west of the Tornillo Port of Entry. A certified Emergency Medical Technician responded and located two men who sustained injuries from apparent falls from the International Border Barrier. One of the men, a citizen of Mexico, was unconscious. The EMT immediately requested Emergency Medical Services, then rendered aid to the man.

Life Ambulance Service arrived at the scene approximately 25 minutes later, determined both men needed additional medical care and transported them to Del Sol Medical Center in El Paso, Texas. The unconscious man was admitted to the hospital with serious injuries and received medical treatment while under Customs and Border Protection hospital watch. The other man was treated for a fracture to his right hand, released from the hospital and subsequently returned to Mexico by CBP.

The unconscious man was placed on medical life support on April 2. He was released from CBP custody under prosecutorial discretion on April 4 but remained in the Del Sol Medical Center.

The man was removed from medical life support and declared deceased by hospital staff at approximately 10:41 a.m. on April 5.

This incident is being reviewed by the El Paso County Office of the Medical Examiner and the CBP Office of Professional Responsibility. The DHS Office of Inspector General was notified.
