There is no permission to stay. 00:01:43.830 --> 00:01:48.747 The dramatic rise that we have seen in the number of unaccompanied immigrant children 00:01:48.747 --> 00:01:52.421 is something that you all very familiar with already. 00:01:52.421 --> 00:01:56.438 And they are arriving at our Southwest borders in unprecedented numbers 00:01:56.438 --> 00:02:00.373 and it truly is a humanitarian crisis. 00:02:00.373 --> 00:02:03.712 And three quarters of these children are from Central America 00:02:03.712 --> 00:02:08.545 and they arrive hungry and they're thirsty and they're exhausted and they're scared. 00:02:08.545 --> 00:02:13.085 The Department of Homeland Security has mobilized unprecedented resources 00:02:13.085 --> 00:02:16.980 to address this situation that's consistent with our laws 00:02:16.980 --> 00:02:20.688 and it's consistent with our values as Americans. 00:02:20.688 --> 00:02:24.661 CBP has worked closely with the Federal Emergency Management Agency. 00:02:24.661 or recently having graduated from college 00:02:36.463 --> 00:02:41.399 that are all down here from all parts of the country to be a help to us. 00:02:41.399 --> 00:02:45.865 So FEMA's coordinating the efforts of the overall emergency response. 00:02:45.865 --> 00:02:49.406 Others include the White House, the Department of Homeland Security 00:02:49.406 --> 00:02:54.659 and Secretary Johnson has can. 00:03:07.623 --> 00:03:11.789 We've located additional facilities to house and process the children, 00:03:11.789 --> 00:03:19.552 places like Lackland Air Force Base and Fort Sill, Oklahoma. 00:03:19.552 --> 00:03:24.171 This has placed a lot of stress on the employees of CBP. 00:03:24.171 --> 00:03:27.383 Secretary Johnson this week announced the immediate deployment 00:03:27.383 --> 00:03:31.874 of 150 additional border patrol agents to the Rio Grande Valley 00:03:31.874 --> 00:03:34.299 and the added personnel are going to be used 00:03:34.299 --> 00:03:38.148 to not only disrupting transnational criminal organizations, 00:03:38.148 --> 00:03:42.215 but also to help in the processing and the detention efforts. 00:03:42.215 --> 00:03:44.354 This is how, by the way, 00:03:44.354 --> 00:03:49.300 on top of the 115 additional border patrol agents that had been deployed earlier. 00:03:49.300 --> 00:03:54.313 Well, I've seen these employees and this is my third trip down here, just to McAllen. 00:03:54.313 --> 00:03:58.708 But I visited a number of other stations along the RGV. 00:03:58.708 --> 00:04:04.654 I've seen them respond to these difficulties with professionalism, but also with compassion. 00:04:04.654 --> 00:04:07.610 And they've made heroic efforts to help these kids. 00:04:07.610 --> 00:04:10.057 They've rescued kids, they care for them 00:05:48.648 --> 00:05:52.471 You will not be eligible under the Comprehensive Immigration Legislation 00:05:52.471 --> 00:05:55.200 that is currently before the Congress. 00:05:55.200 --> 00:05:58.629 You're not eligible for a deferred action for childhood arrivals 00:05:58.629 --> 00:06:02.018 or as we know it, as it's called "DACA". 00:06:02.018 --> 00:06:05.123 You will not get papers to allow you stay 00:06:05.123 --> 00:06:15.748 and you are putting yourself and your children in grave danger. 00:06:15.748 --> 00:06:17.968 What are those dangers? 00:06:17.968 --> 00:06:20.033 Well, let me tell you a little bit about those. 00:06:20.033 --> 00:06:23.061 And that's the reason that we've asked you to help with this campaign. 00:06:23.061 --> 00:06:27.005 And we're introducing further steps, now today, in communicating to the children 00:06:27.005 --> 00:06:32.273 but also to their families who are considering making this very dangerous journey. 00:06:58.040 And the fact that no legal papers or path to citizenship 00:06:58.040 --> 00:07:01.929 awaits anyone who has crossed illegally. 00:07:01.929 --> 00:07:05.673 The dangers of course are real, too, because of the desolate areas. 00:07:05.673 --> 00:07:09.106 As we've seen unprecedented numbers of Border Patrol agents, 00:07:09.106 --> 00:07:13.517 technology and assistance along our entire Southwest border, 00:07:13.517 --> 00:07:16.547 we've also seen that people attempt to enter the country 00:07:16.547 --> 00:07:20.094 through more desolate and frankly, more dangerous areas. 00:07:20.094 --> 00:07:26.233 But they're also subject to the transnational organized criminals: smugglers. 00:07:26.233 --> 00:07:28.783 Oftentimes the smugglers are juveniles, 00:07:28.783 --> 00:07:34.326 are young people themselves because they feel they won't be prosecuted as aggressively. 00:07:34.326 --> 00:07:37.337 In fact, right now nothing could father from the truth. 00:07:37.337 --> 00:07:40.867 As you know from Secretary Johnson and the President, 00:07:40.867 --> 00:07:48.049 in announcing additional resources to interact and to interdict with these smuggling organizations. 00:07:48.049 --> 00:07:52.047 But the people that are most impacted by these smuggling groups 00:07:52.047 --> 00:07:54.564 of course are the migrants themselves. 00:07:54.564 --> 00:07:57.291 They often held for what they thought would have been 00:07:57.291 --> 00:08:02.749 the amount of money that they were paying to come across into the country, and then they're held. 00:08:02.749 --> 00:08:07.757 They're held illegally, they're held essentially as kidnap victims for more money, 00:08:07.757 --> 00:08:12.049 either from themselves or from their family members. 00:08:12.049 --> 00:08:16.127 Now let me tell you a startling statistic also. 00:08:16.127 --> 00:08:21.177 More female migrants are being raped during this journey to the United States border. 00:08:21.177 --> 00:08:27.073 So far in this fiscal year, 2014, 46 girls and women 00:08:27.073 --> 00:08:32.387 who have arrived in this sector reported being raped while traveling to the border. 00:08:32.387 --> 00:08:36.282 That is a greater number than all of last year. 00:08:36.282 --> 00:08:39.416 And that's just in the Southwest section of the border. 00:08:39.416 --> 00:08:44.162 Now, I happen to know from having been a police chief and a police officer for 40 years, 00:08:44.162 --> 00:08:48.701 that sexual assault is one of the most underreported crimes. 00:08:48.701 --> 00:08:51.574 So you can only imagine if we've had 46 00:08:51.574 --> 00:08:56.647 people report these awful crimes to our Border Patrol agents, 00:08:56.647 --> 00:08:59.770 how many more crimes were not reported. 00:08:59.770 --> 00:09:03.697 But I also have to tell you that I couldn't again be more proud of the Border Patrol 00:09:03.697 --> 00:09:08.768 and the fact that in many ways they've gained trust from these communities 00:09:08.768 --> 00:09:10.964 and these people that they serve. 00:09:10.964 --> 00:09:13.840 Otherwise I'm not so sure that 46 women and girls 00:09:13.840 --> 00:09:19.291 would have been eager or would have been going forward to in fact 00:09:19.291 --> 00:09:23.342 report these crimes of such a nature to the Border Patrol. 00:09:23.342 --> 00:09:26.876 But they look to these Border Patrol agents for help. 00:09:26.876 --> 00:09:29.664 When they want to avoid checkpoints, 00:09:29.664 --> 00:09:35.173 young people oftentimes get on what we all is "the Beast", "la or in fact even killed from taking that dangerous route forward. 00:09:45.822 --> 00:09:48.975 When these children arrive they're not only malnourished as I said, 00:09:48.975 --> 00:09:53.640 they're also oftentimes have a disease, 00:09:53.640 --> 00:09:57.662 have something that needs to be treated by a physician. 00:09:57.662 --> 00:10:00.960 The Centers for Disease Control, the public health service 00:10:00.960 --> 00:10:05.175 that is represented and the Coast Guard Corpsmen 00:10:05.175 --> 00:10:11.043 that are all here are tremendously helpful in helping us to deal with this disease
