CHAMPLAIN, N.Y. – U.S. Customs and Border Protection (CBP) is announcing that the boat processing facility at Rouses Point will reopen to process the temporary commercial importation of boats from Canada. Commercial activities are considered essential cross-border trade.
The vessels must be operated and imported by persons in the employ of a commercial enterprise such as a marine transportation or services company. Pleasure boaters continue to be subject to the restrictions on nonessential travel and may not accompany the vessel as it enters the United States.
Vessel importations will be processed on May 18 through May 20, from 8:00 A.M. to 4:00 P.M. and every Wednesday beginning on May 26 through June 16, from 10:00 A.M. to 2:00 P.M. Additionally, CBP is conducting outreach with local commercial transportation and marine service providers so they are aware of the importation requirements. Commercial importers are required to submit float plans and upload CBP Form 3299 using the CBP ROAM Application. Then, original forms are required to be submitted upon arrival.
Licensed commercial carriers may continue to temporarily import trailered vessels by land at the Champlain Port of Entry located on I-87 at any time using an ACE eManifest along with a CBP Form 3299.
Due to the limitations on non-essential cross border travel, the CBP Small Vessel Reporting Station in Rouses Point remained closed throughout the 2020 boating season.
