U.S. Customs in Vietnam

As an attorney in the Chief Counsel's office at Customs headquarters in Washington, Stuart P. Seidel was invited to Saigon in 1972 to review the draft customs code of the Republic of Vietnam. He worked with Officer Nguyen Tan Thanh to study the laws and suggest modifications. Most of the recommendations in his final 56-page report were adopted in the new Vietnamese Customs Code.
