Immigrant Inspector Frederick H. Bathey served in the Bureau of Immigration prior to the formation of the United States Immigration and Naturalization Service. Inspector Bathey was assigned to the Port Huron, Michigan Port and was responsible for inspecting arriving immigrants and collecting an immigrant tax. On January 29, 1897, Inspector Bathey was performing an inspection of passengers aboard a train in the Port Huron tunnel between Ontario, Canada and Michigan when he attempted to pass between cars, fell, and was struck by the wheels of the following car.
