For a carrier to be eligible to transport Visa Waiver Program (VWP) travelers without penalty, they must comply with all Electronic System for Travel Authorization (ESTA) requirements and be an approved signatory carrier. Part 91, 121 or 135 carriers with a valid unexpired U.S. Customs bond may apply to become a signatory carrier by submitting the following:
- One (1) original signed Form I-775. The form must bear an original signature (no photocopies or signature stamps).
- A cover letter requesting inclusion into the program with the following information:
- The carrier's Taxpayer Identification Number or Employee Identification Number (TIN/EIN) issued by the U.S. Internal Revenue Service OR a U.S. Customs Importer Identification Number. (U.S. Customs Import Identification Number application may be found at 5106 Application).
- Two or three-character IATA airline code (if one is assigned).
- Statement detailing whether the carrier issues non-transferable return trip tickets or not.
- Provide a U.S. point of contact (person, agent or legal agency) with mailing address, phone number and email address.
