Executive Assistant Commissioner Yvonne R. Medina, Office of Facilities and Asset Management

Ms. Yvonne R. Medina is the Assistant Commissioner for U.S. Customs and Border Protection's (CBP) Office of Facilities and Asset Management (OFAM) and CBP Chief Administrative Officer. OFAM is CBP’s program authority for capital construction, leasing, real estate, environmental, energy, and asset management. As Assistant Commissioner, Ms. Medina leads a workforce of more than 950 federal employees and contractors who collectively house, equip, outfit, and support over 61,000 frontline and administrative personnel in the United States and internationally. OFAM’s Facilities Management and Engineering Division administers CBP’s large, complex, and diverse real property portfolio, which includes over 4,600 acres of land and more than 5,600 owned and leased buildings, structures, and towers in the United States. The CBP-owned portion of this inventory – approximately one quarter of the 29 million square foot total – is valued at $2.9 billion. 

OFAM’s Asset and Administrative Management Division governs a broad range of mission-critical assets and information services, including acquisition, management, and disposal services for a fleet of more than 24,000 motor vehicles; personal property valued at more than $8.1 billion; uniforms for 49,000 uniformed employees and 4,000 recruits; and numerous National programs, such as mail and freight services, printing and graphics, public transportation subsidies, Treasury forfeiture funds, seized and forfeited property, and general order merchandise. 

Before joining CBP in 2020, Ms. Medina served as the Director, Office of Facilities, Information, and Asset Management, within the U.S. Department of Transportation’s (DOT) Office of the Secretary in Washington, DC. In this position she was responsible for oversight and reporting for 31 million square feet of real property, personal property valued at $7.6 billion, a motor vehicle fleet of 6,000 vehicles, occupational safety and health for 55,000 employees, and multiple enterprise-wide administrative services. Additionally, she served as DOT executive lead on the $750 million USDOT Volpe Exchange Project – one of the most unique projects in the General Services Administration portfolio – which provides a new state of the art DOT research facility, funded and delivered by the Massachusetts Institute of Technology in exchange for a parcel of property. Her professional background also includes service with the Washington State Department of Transportation as the State Facilities Administrator, and prior to that as the Director of Facilities for two large California public school districts. 

Ms. Medina's education includes a Master of Business Administration from the University of La Verne in California and a Bachelor of Architecture from California Polytechnic State University. She is a registered architect in the states of California and Washington.
