Assistant Commissioner James L. Collins, Office of International Affairs

(INA). As the INA Assistant Commissioner, Mr. Collins is responsible for coordinating CBP’s multi-lateral initiatives with the international partners, providing capacity building training to foreign counterparts in coordination with CBP’s operational offices, and leading CBP efforts to achieve international agreements and joint efforts that both facilitate and secure legitimate trade and travel.

Before this position, Mr. Collins was the Strategic Advisor to the Assistant Secretary, Bureau of International Narcotics and Law Enforcement Affairs, at the U.S. Department of State. In this role, he has provided policy and programmatic advice related to combating fentanyl; interagency coordination; and programmatic initiatives to counter illicit trafficking, emerging transnational threats, and border security.

Mr. Collins has extensive operational-level Counter Terrorism, Counter Narcotics, Counter Insurgency, Counter Threat Finance, and Counter Transnational Organized Crime experience, including 26 years of service in the U.S. Army as a Military Intelligence and Foreign Area Officer. He holds a Master of Strategic Intelligence degree from the National Intelligence University, is a graduate of the National War College, and received an undergraduate degree from the Georgetown University's School of Foreign Service.

Acting Deputy Assistant Commissioner Bruce Dodd, Office of International Affairs

Acting Deputy Assistant Commissioner for the Office of International Affairs (INA) Bruce E. Dodd previously served as the Deputy Executive Director (DXD) for the International Operations and Advisory Directorate. On January 3, 2023, the Office of Field Operations (OFO) unified “OFO’s Global Frontline” by combining the Preclearance Field Office, the Immigration Advisory Program, the Container Security Initiative, and the Global Targeting Advisory Directorate into a single executive directorate. IOAD is the largest international office within the Department of Homeland Security and DXD Dodd currently oversees operations in 38 countries, for approximately 800 international employees, and 1300 dependents.

Prior to his role as DXD, Mr. Dodd served as Acting Director of Field Operations and Deputy Director of Field Operations for the Preclearance Field Office from March 2021 until January 2023. In this role he was in charge of over 600 CBP Officers, Agriculture Specialists, and Mission Support Specialists, conducting air, sea, and rail border inspections at 15 ports in 6 countries, including Aruba, Bermuda, The Bahamas, Canada, Ireland, and The United Arab Emirates.

Prior to acting as Director of Field Operations, Mr. Dodd’s permanent role was the Assistant Director of Field Operations, Mission Support, for the Preclearance Field Office. In this role, Mr. Dodd was responsible for the oversight of all personnel, facility, technology, budget, and labor relation issues within Preclearance.

Mr. Dodd has also served in a number of capacities in CBP’s OFO headquarters including acting Deputy Executive Director Mission Support Directorate, Director Logistics Division, and Branch Chief Budget Execution where he managed a $6B budget for OFO.

Mr. Dodd entered on duty with the U.S. Customs Services in June 2001. Mr. Dodd holds a Bachelor of Science degree in Finance and Economics from Virginia Tech University. He lives in Virginia with his wife, Jennifer, and sons Grady and Bryson.
