U.S. Customs and Border Protection (CBP) announces the availability of the Final Environmental Assessment (EA) and Final Finding of No Significant Impact (FONSI) for the Northern Border Remote Video Surveillance System (RVSS) Project. Activities would occur along the northern borders of Champlain, New York and Highgate Center, Franklin, Richford, Derby Line, and North Troy, Vermont. CBP is presenting its Final EA and Final FONSI that identifies and assesses the potential environmental and socioeconomic impacts associated with the construction, operation, and maintenance of relocatable and permanent RVSS towers. In response to the immediate need to provide US Border Patrol (USBP) with enhanced surveillance and detection capabilities to secure the U.S./Canadian border, CBP has selected the Preferred Alternative to meet the existing and future surveillance needs of USBP Swanton Sector.
A public review and comment period for the draft environmental assessment began on February 9, 2021, and ran until March 15, 2021 (34 days). CBP extended the public comment period for an additional 60 days from April 18, 2021 to June 18, 2021.
