Chocolate provided for in Chapter 18, additional U.S. Note 2 of the Harmonized Tariff Schedule    The aggregate quantity of chocolate containing over 5.5 percent by weight of butterfat (excluding articles for consumption at retail as candy or confection), the foregoing entered under subheadings 1806.20.24, 1806.32.04 and 1806.90.15 in any calendar year shall not exceed 26,167,700 kilograms (articles the product of Mexico shall not be permitted or included under the aforementioned quantitative limitation and no such articles shall be classifiable therein).

Products from Mexico are not to be permitted or included in the quantitative limitation and shall not be classified using the in-quota HTS numbers.

For purposes of administering tariff rate quotas containing minimum access quantities, imports will be applied to the minimum access quantity for a specific country. Once the minimum access has been reached, subsequent imports will be applied to the Other Countries/Areas allocation if available.

Please refer to Chapter 99, Subchapter IV, U.S. Note 1 for the list of countries that are not subject to additional agricultural safeguard duties under heading 9904.  Imports from these countries should be presented as a type 02 entry using the high rate (over-quota) tariff number provided for in Chapter 18 without the Chapter 99 HTS number.
