GOVERNMENT SHUTDOWN PROCEDURES

THIS QUOTA IS EXPECTED TO OVERSUBSCRIBE AT OPENING MOMENT

If the Federal Government has lapse in funding, ie shutdown prior to Specialty Sugar Period 3 Opening, Headquarters Quota Personnel will not be available for assistance; however, ACE will continue to process quota entry summaries submitted timely and in proper form.

The Trade will be able to transmit the quota entry summaries in ACE on January 23, 2018 from 12:00 AM (midnight) local port time until 12:00 PM (noon) Eastern Time (ET) only. Entry summaries reported early or late (after 12 Noon ET or before 12 Midnight (Local Port Time), will not be processed for the opening; however, early transmissions may be retransmitted within the proper range of time. Please note: For remote filers, the port of entry dictates the time and date of presentation for quota purposes.

Please classify as indicated, if misclassified entries will not be included in the opening.

ACE will capture reported entries, run a preliminary check for accuracy, the system will maintain the correct entries and reject the incorrect entries. At Approximately 8:00 PM ET ACE will batch the entries for quota processing. An appropriate UC Message to the filer will provide the opening outcome; if the quota does not overfill a “Quota Accepted” message will be generated, if quota does overfill “Quota Apportioned” message indicating the amount requested by filer with the allowed amount will be sent. Please check your messages.

The filer has FIVE (5) days to correct the entry and accept the prorated amount (exact amount or lower) or the quota will expire. Once the quota is in EXPIRED status, the quota is no longer valid and may be resolved by headquarters upon return. entries must be accepted at the ports allocated. There will be NO TRANSFER ALLOCATION processed for opening moment quota. All prorated amounts will be accepted at the ports of unlading.
