On April 30, 2018, the President issued Presidential Proclamation 9740 under Section 232 of the Trade Expansion Act of 1962 providing for an absolute quota for imports of steel mill products from South Korea, effective for goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern daylight time on May 1, 2018. See 83 Federal Register 20683, May 07, 2018. On May 31, 2018, the President issued a Presidential Proclamation under Section 232 of the Trade Expansion Act of 1962, effective for goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. Eastern Standard Time (EST) on June 1, 2018.
The May 31, 2018 Proclamation includes the following language:
The text of subdivision (e) of U.S. note 16 to subchapter III of chapter 99 of the Harmonized Tariff Schedule (HTS) is amended by striking the last sentence and inserting in lieu thereof the following sentence: "Beginning on July 1, 2018, imports from any such country in an aggregate quantity under any such subheading during any of the periods January through March, April through June, July through September, or October through December in any year that is in excess of 500,000 kg and 30 percent of the total aggregate quantity provided for a calendar year for such country, as set forth on CBP.gov, shall not be allowed."
Accordingly, as of June 1, 2018, steel imports from South Korea are subject to annual aggregate quantitative limitations established by Proclamation 9740 and subdivision (e) of U.S. note 16 to subchapter III of chapter 99 of the HTS. As of July 1, 2018, steel imports from South Korea are subject to quarterly quantitative limitations established by the May 31, 2018 Proclamation.
This Quota Bulletin provides information on annual absolute quota quantities for South Korea steel imports as of June 1, 2018. Additional information will be issued prior to July 1, 2018 on the quarterly quota quantities beginning July 1, 2018 and at the end of each subsequent quarter for convenience of importers of steel products under absolute quota.

SPECIAL INSTRUCTIONS
As of June 1, 2018, CBP is implementing absolute quota processing functionality in the Automated Commercial Environment (ACE). Absolute quota will be processed on a daily basis, Monday to Friday (excluding holidays) at 8:00 pm EST, and cargo release of shipments subject to the absolute quota will be withheld until the absolute quota is processed and quota amounts are allocated.
In order for shipments to be processed for absolute quota on the same day at 8:00 pm EST, the entry summary must be filed, entry summary payment date must be on file or scheduled for a future statement, and the conveyance arrived by 4:30 pm in the port’s local time zone. The official hours for quota processing are established by 19 CFR 132.3.

Quota Bulletins (QB) are posted at /trade/quota/bulletins and updated as determined by future announcements. The trade may track the status of absolute quotas provided in the weekly Commodity Status Report at /trade/quota/tariff-rate-quotas
