SPECIAL INSTRUCTIONS:

Products from Mexico are not to be permitted or included in the quantitative limitation

and shall not be classified using the in-quota HTS numbers.

For purposes of administering tariff rate quotas containing minimum access quantities, imports will be applied to the minimum access quantity for a specific country. Once the minimum access has been reached, subsequent imports will be applied to the Other Countries/Areas allocation if available.
