COMMODITY:
Raw Cane Sugar as provided for in Chapter 17, Additional
QUOTA REPORTING PERIOD:
October 1, 2022 through December 31, 2022
EFFECTIVE DATE:
Monday, October 3, 2022
REFERENCE: QB 21-303
BACKGROUND:
The United States Department of Agriculture (USDA) announced in the Federal Register Volume 87, No.174 (55388) dated September 9, 2022, an extension to the 2022 Raw Sugar Tariff Rate Quota (TRQ), until December 31, 2022. The 2023 Raw Sugar TRQ will not be adjusted to accommodate this extension, the reporting date is also October 3, 2022.
To facilitate accurate reporting and segregation of the 2022 and 2023 Raw Sugar TRQs, a unique 9903 Harmonized Tariff Schedule Number (HTS) is combined with the current raw sugar HTS numbers for the 2022 period only. Please report as indicated below.
First Tariff Field | Second Tariff Field |
---|---|
99031733 | 1701.13.1000 |
99031733 | 1701.14.1020 |
99031733 | 1701.14.1040 |
The above HTS combinations are only applicable from October 1, 2022, until December 31, 2022. USDA has extended the 2022 Certificate of Quota Eligibility (CQE) validity until December 31, 2022. CQE numbers must be electronically transmitted into ACE and uploaded via Document Imaging System (DIS) upon request.
The Trade may transmit the quota entry summaries for the 2022 extension using the countries’ existing raw sugar balance in ACE on October 3, 2022, at 08:30am until December 31, 2022, at 4:30pm, Eastern Standard Time. Please report transmission problems to the ACE Client Representative and Quota and Agricultural Branch (QAB).
To address the Certificate of Quota Eligibility (CQE) transmission issue due to overlapping quota periods, for the 2022 Raw Sugar Extension entries, please replace the second character (2) on the CQE) with a (3) and classify as indicated in this Quota Bulletin.
Please refer to the United States Department of Agriculture (USDA) Federal Register Volume 87, No. 174 (55388) dated September 9, 2022, Fiscal Year 2022 Raw Cane Sugar Tariff Rate Quota Extension of the Entry Period, at the link below:
