Background: 

The United States Trade Representative (USTR) announced in Federal Register Notice Volume 88 No. 137 (46363) July 19,2023, an additional allocation to the 2023 Raw Sugar Tariff Rate Quota (TRQ) of 125,000,000 kg. The new restraint levels are as follows:
