On January 23, 2018, the President issued Presidential Proclamation 9694 under Section 201 of the Trade Act of 1974 providing for tariff rate quotas (TRQ) for household-type (residential) washing machines (washing machines) and parts of washing machines, effective February 7, 2018.
On January 23, 2020, the President issued Presidential Proclamation 9979 under Section 201 of the Trade Act of 1974 modifying the quantitative limitations applicable to imports of washers under HTS subheadings 8450.11.00 and 8450.20.00, by allocating the within-quota quantities for the quota year on a quarterly basis. Subchapter III of chapter 99 of the HTSUS is modified as set forth in the Annex to the proclamation. The modifications to the HTS made by the proclamation, including the Annex, shall be effective with respect to washing machines entered for consumption, or withdrawn from warehouse for consumption, on or after February 7, 2020.
On January 14, 2021, the President issued Presidential Proclamation 10133 (FRN 86 FR 6541) https://www.federalregister.gov/documents/2021/01/21/2021-01466/to-continue-facilitating-positive-adjustment-to-competition-from-imports-of-large-residential extending trade remedy measures on large residential washers through February 7, 2023 and specifying annual quota limits and duty rates in the Annex.
Commodity:
Residential washing machines and washing machine parts as specified in the Presidential Proclamations.
Quota Period:
The quota program for this commodity ends on February 7, 2023. No further quota treatment is available after 4:30 pm local port time on February 7, 2023. Subsequent entries are subject to the normal HTSUS Chapter 84 and Chapter 85 duty rates.

Reporting Instructions:
Washers and covered parts are no longer eligible for quota entry types.
All washers and covered parts under this proclamation use non-quota entry type, e.g., entry type 01.
Merchandise may also be subject to antidumping and countervailing duties.
There are no special duty rates available for washers or covered parts as described in Presidential Proclamations.
There is no change from those duties applicable under subheadings 8450.0110, 8450.20.00, 8450.90.20, or 8450.90.60.
