QB 24-606 How To File For eCERT Korea Steel Program  

Beginning on May 20, 2024, all filers making entry for Republic of Korea (ROK) Section 232 absolute quota are required to include an authorized Korea export certificate.

Commodities:

Steel mill articles as specified in Presidential Proclamations.

Filing Instructions:

All filers must include the authorized Korea export certificate in the 54-Record data element of the entry summary. Use additional declaration type code 04 for Korea (KR) export steel certificates.

All filers must include the Department of Commerce (DOC) steel import monitoring and analysis (SIMA) license number in the 52-Record data element of the entry summary. Use additional declaration type code 01 for DOC SIMA license.

Importers with individual product exclusion identifiers (PEID) must include the DOC exclusion number in the 54-Record data element of the entry summary using additional declaration type code 02. Exclusion entries must use HTS 9903.80.60 as the first HTS and the chapter 72 or 73 HTS as the second.

Entries for General Approved Exclusion (GAE) HTS numbers must include an authorized Korea export certificate and use HTS 9903.80.60 as the first HTS and the chapter 72 or 73 HTS as the second. Please see the Korea Steel Quota Bulletin for list of the GAE HTS numbers.

Reporting Instructions:

For quota merchandise, use entry type code 02, 06, 07, 12, 23, 32, 38, or 52.

In addition to reporting the chapter 72 or 73 harmonized tariff schedule (HTS) classification for imported merchandise, importers shall report the following HTS classifications for imported merchandise subject to the absolute quota: 9903.80.05 through 9903.80.58.

Korea steel entries (absolute quota) will be processed on an hourly basis and absolute quota shipments are made available for cargo release between 11:45 am and 7:45 pm Eastern Time every business day.

Background:

Effective April 5, 2024, CBP deployed the Electronic Certification System (eCERT) for Republic of Korea (ROK) Section 232 absolute quota. Please refer to Federal Register Notice FRN 2024-07230 for details.

Presidential Proclamation 9777 (FRN 2018-19284) provides for governments identified in subheadings 9903.80.05 through 9903.80.58, of the HTSUS to establish authorized government-to-government electronic certificate validation systems to manage those HTS entries into the United States.

How To Obtain the Korea Export Certificate:

Importers should work with their Korean exporter to obtain a Korea export certificate at contract. The certificate is a unique nine-digit number identifying the year in which the certificate is valid, the country of origin, and six additional digits. The certificate is necessary to obtain an export declaration from Korea Customs Service and to access Korea steel quota at entry in the US.
