Matthew Eagan, Assistant Commissioner

Matthew Eagan is the Assistant Commissioner of the U.S. Customs and Border Protection (CBP) Office of Congressional Affairs (OCA). With more than a decade of experience in policy development, strategic outreach, and federal advocacy, Mr. Eagan has been pivotal in developing and advancing public policy and national security legislative priorities. In his new role, Mr. Eagan leads CBP’s legislative engagement and collaboration with Congress in pursuit of effective solutions and resources to address our Nation’s evolving border security, trade, travel, and immigration challenges.

Before his appointment as Assistant Commissioner, Mr. Eagan was the Director of Federal Affairs at the Texas Public Policy Foundation (TPPF), where he oversaw the Foundation’s congressional outreach and advocacy on several federal policy issues, including border security, immigration, energy, health care, and education.

Prior to his tenure at TPPF, Mr. Eagan worked as a Government Relations Manager at The Heritage Foundation, where designed strategic policy campaigns and advocacy programs and collaborated with key congressional stakeholders to advance The Heritage Foundation’s research and policy solutions.

Mr. Eagan’s career began in the U.S. House of Representatives, where he served as a Legislative Assistant focusing on domestic policy.

Mr. Eagan holds a Bachelor of Arts in History from the University of Wyoming.


Stephanie Talton, Deputy Assistant Commissioner

Stephanie Talton is the Deputy Assistant Commissioner (DAC) for the Office of Congressional Affairs (OCA). In this role, Ms. Talton is responsible for leading OCA, which is the main conduit between Congress and CBP. OCA liaises with Congress, to include the Committees with jurisdictional and appropriations oversight of CBP, addressing the needs of the Hill to perform these functions, while advocating for legislation and preparing CBP executives for engagements with the Hill.

Prior to her position as DAC of OCA, Ms. Talton spent three years as the chief of staff for the Office of Trade, managing the day-to-day operations of the Office of the Executive Assistant Commissioner, including overseeing communications, executive secretariat, and congressional functions.

Ms. Talton started her CBP career in September 2005 as a congressional liaison, working a number of issues including appropriations, border security, travel facilitation, and cargo security. Ms. Talton spent five years in OCA as the branch chief for the Field Operations and Intelligence branch, overseeing congressional strategy and outreach on all issues related to passenger processing and admissibility, cargo security, interdiction efforts at the ports, facilities, targeting and intelligence.

Ms. Talton holds a Bachelor of Arts in Political Science from the Johns Hopkins University and a Master of Arts in Governmental Administration from the University of Pennsylvania.
