U.S. law prohibits the importation of goods mined, produced, or manufactured wholly or in part with forced labor. CBP is one of the only government agencies in the world with the legal authority to stop such goods from entering the domestic market. 19 U.S.C. 1307, Uyghur Forced Labor Prevention Act (UFLPA), Countering America’s Adversaries Through Sanctions Act (CAATSA), and the Presidential Memorandum on Advancing Worker Empowerment demonstrate the U.S. commitment to eliminating the use of forced labor globally. CBP enforces the law while facilitating legitimate trade, ensuring consumer safety, and setting a level playing field for American business.
Section 307 of the Tariff Act of 1930 (19 U.S.C § 1307)
All goods, wares, articles, and merchandise mined, produced, or manufactured wholly or in part in any foreign country by convict labor and/or forced labor and/or indentured labor under penal sanctions shall not be entitled to entry into the U.S.
Uyghur Forced Labor Prevention Act (UFLPA)
Establishes a rebuttable presumption that goods, wares, articles and merchandise mined, produced, or manufactured wholly or in part in Xinjiang Uyghur Autonomous Region, or by entities identified on the UFLPA Entity List, are in violation of 19 U.S.C. § 1307 and shall not be entitled to entry into the U.S.
Countering America's Adversaries through Sanctions Act (CAATSA)
Establishes a rebuttable presumption that goods, wares, articles, and merchandise mined, produced, or manufactured wholly or in part by the labor of North Korean nationals or citizens are in violation of 19 U.S.C. § 1307 and shall not be entitled to entry into the U.S.

Memorandum on Advancing Worker Empowerment
CBP is working with our global partners in other countries to combat forced labor, share best practices, and build a "whole of society" approach to eliminating the use of forced labor. This includes collaboration with trade associations, non-governmental organizations, U.S. federal agencies, and foreign governments to globally combat forced labor through case initiation and investigations as well as develop an effective global response to forced labor.
