CBP enforces forced labor trade law under 19 U.S.C. 1307, which defines forced labor as all work or service which is exacted from any person under the menace of any penalty for its nonperformance and for which the worker does not offer work or service voluntarily. CBP implements 19 U.S.C. 1307 through issuance of Withhold Release Orders (WROs) and Findings, enforcement the Uyghur Forced Labor Prevention Act (UFLPA), and Countering America’s Adversaries Through Sanctions Act (CAATSA). Goods subject to WROs and Findings, UFLPA, and CAATSA are not entitled to entry at any ports of the U.S. CBP facilitates legal and ethical trade while focusing our forced labor enforcement against the exploitation of workers throughout the world.

CBP has published a UFLPA dashboard providing statistics on shipments subjected to UFLPA reviews and enforcement actions. An associated data dictionary describes various data elements referenced in the dashboard.
Countering America's Adversaries through Sanctions Act (CAATSA)
Establishes a rebuttable presumption that goods, wares, articles, and merchandise mined, produced, or manufactured wholly or in part by the labor of North Korean nationals or citizens are in violation of 19 U.S.C. § 1307 and shall not be entitled to entry into the U.S.
