The Border Interagency Executive Council (BIEC) is an interagency working group established in February 2014 by Executive Order 13659 – Streamlining the Export/Import Process for America’s Businesses. The BIEC provides strategic leadership and policy guidance to enhance coordination among over 50 partner government agencies (PGA) with border responsibilities. As an executive advisory board and decision-making body, the BIEC is charged with:

  1. Enhancing coordination across federal customs, trade, transport security, health and safety, sanitary/phytosanitary, standards, conservation, law enforcement and statistical agencies; and
  2. Improving supply chain processes and the identification of illicit shipments.

BIEC Goals

  • Foster partnerships among member agencies involved in border issues​.

  • Facilitate information sharing and exchange among member agencies.

  • Improve coordination across member agencies with shared border responsibilities.

  • Ensure PGA's ability to regulate imports/exports through ACE and other enforcement tools.
